INDEGINOUS PEOPLE’S PERCEPTION OF CLIMATE CHANGE AND
ADAPTATION STRATEGIES IN BADE L.G.A. OF YOBE STATE, NIGERIA

This paper studies the way indigenous people in Bade Local Government Area of Yobe State perceive climate change and their adaptation strategies to climate change. The study also asks indigenous people of the impacts of climate change on their various activities and any perceived hindrance(s) to its adaptation. A total of 200 questionnaires were used for the purpose of analysis. Result further revealed that lack of improve seeds, lack of access to water for irrigation, lack of current knowledge of modern adaptation strategies, lack of capital, lack of awareness and knowledge of climate change scenarios are the hindering factors to the adoption of modern techniques of combating climate changes in the area. The paper recommends among others that government enact laws or fully enforce already existing laws on human activities that make environment change over the years such as deforestation, bush burning, overgrazing, industrialization and urbanization.

EVALUATION AND APPLICATION OF BUDGETING TECHNIQUES AT LOCAL GOVERNMENT LEVELS
Without mincing words, the issue of budgeting is an integral aspect of local government administration which is officially .recognized in the constitution of the Federal Republic of Nigeria, 1999 as amended. Its application in the local government has been weak as results of the neglect of the local government and also ignorance on the part of the operators at the local government level. This paper therefore, seeks to examine the evaluation and application of budgeting techniques at the local government level. The methodology used in this paper is content analysis and reviews of previous studies. Findings reveal that neglect of constitutional responsibilities of the third tier of government, ignorance on the part of the local government to recognize its constitutional responsibilities and live up to it and failure to abide and contain expenditures within budget framework at the local government level. Recommendations were made based on the findings to include among others the review of the 1999 constitution to recognize the local government as an autonomous tier of government, re-iteration of the need for strong adherence to constitutional provisions by policy makers and staff of the local government and the training and re-training of staff charged with the responsibility of budget formulation, especially with the establishment of the new Budget and Planning Department at the local government level in most states of the federation, to mention just a few.

ANALYSES OF ACACIA GUM EXUDATE USING ELECTRON MICROSCOPY AND GEL ELECTROPHORESIS TECHNIQUES

Acacia senegal and Acacia seyal are important agroforestry cash crops indigenous to several countries of sub-Saharan Africa, including Nigeria. The gum exudate produced by these species is termed gum Arabic. The molecular structure, of gum samples harvested from mature trees of Acacia senegal in Nigeria, have been investigated together with gum samples harvested from A. seyal. Preliminary analyses of the gums using transmission electron microscopy showed the presence of varied macromolecules, ranging in size from ~12 - ~60 nm. Immuno-gold labelling (using JIM8 monoclonal antibody) indicated clear labelling of arabinogalactan-proteins present in the gums. SDS-PAGE results showed that 6 protein bands with molecular weights of 49 kDa, 25 kDa, 20 kDa, 16 kDa, 14 kDa and 7 kDa were found in Acacia Senegal, while in Acacia seyal, the protein band with molecular weight of 14 kDa was missing. Future work should give more attention to the chemical and physical properties of isolated gum fractions so as to understand further details of the structure of the gum.
